Software-defined Defence. Why the defence industry now needs tech talent from the civilian world
The order books are full. The talent pools are empty. And the moment for a paradigm shift in recruiting is now.
Under its Defence Skills Action Plan, the European Commission aims to make around 600,000 workers available to the European defence industry by 2030. Because the security and defence industry is heading into an unprecedented growth phase and is desperate for people. So far, companies are finding that the right profiles are missing despite full application portals. Many people apply - but often the wrong ones.
That is not a contradiction. It is a structural problem. And it has a clear cause: the defence industry is going through a profound technological shift that classic defence profiles alone can no longer serve.
What has changed
In the past, technological innovation often started in the military sphere and was then transferred into the civilian market. GPS, the internet, the Teflon pan - all of it has military roots. Today the path increasingly runs the other way round. Key technologies emerge in civilian high-tech industries - in robotics, in sensor technology, in AI development, in electrical engineering - and are then carried over into defence and Dual-Use contexts.
The term that captures this development is "Software-defined Defence". What began in the automotive sector as the "Software-defined Vehicle" is now continuing in the defence industry: systems are no longer thought of as platforms, but defined, controlled and developed further through software. IoT, automation, modern toolchains, shorter development cycles - all of this is arriving in an industry that urgently needs it to scale a production that is still partly manual.
Which profiles are really in demand today
Demand is currently particularly high in the following areas:
Sensor technology and signal processing are central fields, because modern armed forces increasingly rely on intelligent, semi-autonomous systems. The aim is to keep human actors out of dangerous situations - and that requires precise, reliable sensor data and the processing of it in real time.
Robotics and autonomous systems are closely linked to this. Perception capabilities, meaning the machine understanding of environments, are a core competence that is built up in many civilian tech contexts - and it transfers directly into the defence sector.
Cybersecurity remains one of the most consistent growth areas. Cyber defence, satellite communications, resilient networks - these are topics that go far beyond classic weapons systems and offer many skilled professionals a meaningful way in.
And then there are areas that look surprising at first glance: simulation, real-time 3D, visualisation and training technologies. Skills that are built at scale in the gaming and simulation industry are today applied directly in synthetic training environments for the armed forces.
What this means for HR leaders
Anyone who wants to succeed in defence recruiting today has to rethink - not only which industries qualify as talent sources, but also how the entire recruiting process is set up.
One pattern we see again and again in practice: around 40 per cent of applicants in the defence sector receive no feedback at all after the first interview. That is not a talent pool problem. That is a process and speed problem.
Top candidates from the tech world are active on the market for only four to six weeks on average. Anyone who does not decide in that time loses them - to automotive, to Deep Tech startups, to the energy sector. Because those are exactly the sectors competing for the same profiles.
Three concrete levers help to change that: first, decision cycles have to get shorter - clarify internally who decides and when, before the process starts. Second, Employer Branding should be understood as a mandatory recruiting factor. Candidates assess companies like products today - a weak careers page or unclear positioning feeds straight through to the quality of the applications. Third, it pays to build a hybrid workforce: permanent staff, project staff, freelancers and targeted Upskilling programmes combined deliver more flexibility and more speed than purely classic hiring processes.
The moment is now
Defence companies do not need homogeneous teams of long-serving defence experts. They need engineers who solve problems. Systems thinkers who move technology forward fast. And organisations that are willing to recruit broadly - and then train in a targeted way.
The technological shift in the defence industry is not a threat to classic defence profiles. It is an invitation to the best minds from civilian high-tech industries to work on one of the most relevant subjects of our time.
